บทคัดย่อ/คำอธิบาย	:	แผนแม่บทเทคโนโลยีสารสนเทศและการสื่อของประเทศไทย ครอบคลุมระยะเวลา 5 ปี (2545-2549) ซึ่งสอดคล้องกับแผนพัฒนาการเศรษฐกิจและสังคมแห่งชาติฉบับที่ 9 และได้รับความเห็นชอบจากคณะรัฐมนตรีในวันที่ 25 กันยายน 2545 แผนแม่บทประกอบด้วยยุทธศาสตร์การพัฒนาไอซีที 7 ยุทธศาสตร์ 1) การพัฒนาอุตสาหกรรม ICT เพื่อเป็นผู้นำในภูมิภาค 2) การใช้ ICT เพื่อยกระดับคุณภาพชีวิตของคนไทย และสังคมไทย 3) การปฏิรูปและการสร้างศักยภาพการวิจัยและพัฒนา ICT 4) การยกระดับศักยภาพพื้นฐานของสังคมไทยเพื่อการแข่งขันในอนาคต 5) การพัฒนาศักยภาพของผู้ประกอบการ เพื่อมุ่งขยายตลาดต่างประเทศ 6) การส่งเสริมผู้ประกอบการขนาดกลางและขนาดย่อมใช้ ICT 7) การนำ ICT มาใช้ประโยชน์ในการบริหารและการให้บริการของภาครัฐ The national ICT Masterplan covers 5 years period (2002-2006) in alignment with the Ninth National Economics and Social Development Plan. It received cabinet approval on 25th September 2002. The masterplan devises 7 development strategies: Strategy 1: The development of the ICT industry into a regional leader Strategy 2: The utilization of ICT to enhance the quality of life and society Strategy 3: Reform and enhancement of the potential of ICT research and development Strategy 4: Social Capacity Leverage for Future Competition Strategy 5: Development of entrepreneur capacity for the expansion of international markets Strategy 6: The utilization of ICT in SMEs Strategy 7: The utilization of ICT in public administration and services
