บทคัดย่อ/คำอธิบาย :

The project Design and Implementation of a Prototype Automatic System to Measure Website Maturity for e-Government Development has been approved by the Ministry of Internal Affairs and Communications (MIC) of Japan and Asia-Pacific Tele-community (APT) for APT under Collaborative HRD Programme for Exchange of ICT Researchers and Engineers on Advanced ICT (2005). (Letter of approval is attached) The project will be a further development part of the Service E-readiness Explorer Indicator project (SEE-Indicator project) which has been one of the principal items on the agenda of the project namely Government Information Technology Infrastructure (GITI) under the National Electronics and Computer Technology Center (NECTEC), Ministry of Science and Technology, Thailand. The Fiscal year 2005 marks its continuity of second phase implementation. The SEE-Indicator project is, as part of e-Government assessment scheme, set to assist in monitoring and assessing e-Government websites of each government agency, of its e-Readiness and progress on the development of e-Services. The current SEE-Indicator projects core application system is a semi-automatic system comprising of certain manual applications and web-based applications. The system has been developed by GITIs researchers and technical staffs. Its key component tools include an Online Registration System, an Online Survey System, and a Monitoring and Evaluation System. The tools can help guide and enhance the development of government websites to a more fruitful and efficient exposures where all members of society can be able to reach the public online services and content more effectively and comprehensively. SEE-Indicator as the first ever of Thailand, is for some extent a smart tool for in-depth measurement of e-Readiness and it is also a pavement for further development and leveraging level of maturity of the government websites. Moreover this project can also save costs of redundancies among government agencies both locally and internationally on development of such indicator tool. In terms of global benefit, public e-Services will be gradually improved by the improvement of the government agencies websites. To public, citizen can enjoy the government services and information through websites efficiently and effectively. To the government, its e-Government development through online channel can be accomplished and providing access to all to every community via the well-developed websites. Process of the SEE Indicator survey is self-assessment approach. Government agencies can utilize the SEE-Indicator as self-assess-develop cycle providing with consultancy and assistance from the GITI-NECTEC technical team members. To this end, SEE Indicator can render a constructive contribution to the development of government websites to the certain extent of the set-up target of e-Readiness of both agency-wise and country-wise. For ultimate benefit, by utilization of the SEE Indicator for enhancing the online services via website, the country can provide digital opportunity for all especially the local entities which accommodate majority of Thai people in the less developed area. However, as demand for an automatic assessment system arises, the current system needs to be enhanced to a fully automatic extent where cooperation among experienced organizations are needed in order to collaborate on the more fruitful designed model for e-Government assessment via websites of public agencies. In this regard, the office of Graduate School of Global Information and Telecommunication Studies (GITS), Waseda University has come into our focus as counterpart for further enhancement of the aimed assessment model, considering its accumulated experiences and renown in the area of e-Government development including the assessment domain both locally and internationally. To this end, under currently close cooperation between GITS, Waseda University of Japan and GITI, NECTEC of Thailand, the so called cooperation project Design and Implementation of a Prototype Automatic System to Measure Website Maturity for e-Government Development has been formed up and finally selected by MIC and APT for partially funding mainly for operational expenses while the cooperation parties will contribute man-months of researchers and staffs to the project on the self funding basis.
